The following terms and their definitions are used in this Procedure:

Traffic– this is the volume (quantity) of data (minutes, megabytes, SMS, MMS) provided by the company/consumed by the subscriber for a certain period (calendar month/30-day period) as part of the use of communication services.

  • Internet traffic – the total volume of GPRS/EDGE/UMTS/HSPA/HSPA+/LTE/NB-IoT data transmitted and received as part of the use of the mobile Internet;
  • Wi-Fi Internet traffic – the total amount of data transmitted and received on the company’s Wi-Fi network;
  • MMS – multimedia messages sent by the company’s subscribers in accordance with the rules for the provision of MMS services;
  • SMS – short text messages of standard length (up to 160 characters when using transliteration, up to 70 characters when using Cyrillic alphabet), sent by the company’s subscribers to subscribers of cellular operators.
Voice traffic– this is outgoing call traffic in the following directions:
  • intranet traffic – these are outgoing calls within the network; to voicemail; to your “favorite” number; within a closed subscriber group (for tariff plans that provide a separate tariff for such calls);
  • calls in 2G/3G/4G – outgoing voice traffic in the company’s 2G or 3G networks, respectively. Voice calls over the 3G network are made with priority. Voice calls over the 4G network are made when connecting to the Calls to 4G service;
  • traffic to other networks is outgoing calls to the networks of other cellular operators of the Republic of Belarus; to the fixed network of the Republic of Belarus;
  • traffic to all networks is outgoing intranet voice traffic and outgoing voice traffic to other networks;
  • international calls - outgoing voice traffic to numbers of telecom operators in other countries.

Roaming traffic– these are outgoing and incoming calls, the Internet (including that used to receive/transmit MMS), outgoing SMS and MMS in roaming partner networks.

1. Included traffic. General provisions:

1.1. Included traffic is traffic included in the subscription fee/cost of tariff plans, mobile Internet packages, additional services provided as part of promotions or special offers, in accordance with the rules of promotions/special offers.

1.2. The subscriber can obtain information about the remaining included traffic using USSD *100*1# call, in the Personal Account or in other ways provided by the company.

1.3. Information about the balance of included traffic is provided on the basis of tariff data that was processed by the company's billing system at the time of the request. The remaining Internet traffic is indicated in megabytes. The remaining voice traffic is indicated in minutes. The volume of consumed traffic is subtracted from the total volume of included traffic after each connection with rounding, according to the tariffs of the tariff plan, package, service.

1.4. In accordance with the document forms approved by the company, in call details, voice and Internet traffic are reflected with rounding applied to the subscriber's tariff plan, package, and service. The included traffic is reflected in the subscriber details in the same section with paid traffic, as zero-cost traffic. In a connection in which both included and paid traffic was used, only the paid part of the traffic will be charged, according to the tariffs of the tariff plan, package, or service used. Such a connection will be reflected in the corresponding section of the subscriber details in one line.

1.5. The included traffic is reflected in the bill for communication services only if it has been used in full and the subscriber has used paid traffic.

1.6. The included traffic is not consumed:

  • in roaming partner networks. Payment for traffic is made according to roaming tariffs;
  • when using services that have a separate traffic tariffication described in the relevant procedures;
  • when calling the automatic subscriber service (ASSA), voice mail, connections to reference numbers, information, entertainment and additional services. Such traffic is charged separately according to the current tariffs for the corresponding services;
  • when sending SMS, MMS (including international ones) to short numbers of the company network. Such traffic is charged separately in accordance with the current tariffs of the company;
  • when sending MMS to numbers of foreign operators. The specified MMS are charged separately in accordance with the current tariffs of the company.
2. Features of providing included traffic

2.1. Traffic included in the subscription fee for tariff plans with a provision period of a calendar month and renewal on the 1st day of the month:

  • Provided within 24 hours from the moment of connection or change of tariff plan in full on tariff plans of the Super WEB line, lemon tariff plan (Internet traffic), “Mobile account”, and in an amount proportional to the time remaining until the end of the calendar month, for other tariffs.
  • The unused traffic balance is reset to zero on the last day of the calendar month at 23:59:59, when changing the tariff plan, when terminating the contract.
  • Unused traffic of the lemon tariff plan and additional packages available for it is accumulated and transferred to the next month in an amount of up to 10 GB.
  • Unused traffic of Comfort S, Comfort M, Comfort L, Comfort XL tariff plans is accumulated and transferred to the next month in the amount of:
  • After the end of the traffic of the lemon, lemon Z, lemon Y, lemon X tariff plans and the additional packages available for them, the speed of the mobile Internet until the end of the month will be 64 Kbps.
  • After the end of the traffic included in the subscription fee of the “Business Unlim 1.0”, “Business Unlim 2.0” tariff plans and the traffic of connected additional packages, the mobile Internet speed until the end of the month will be 512 Kbps.
  • After the end of the traffic included in the subscription fee of the Business Unlim 3.0 tariff plan and the traffic of connected additional packages, the speed of the mobile Internet until the end of the month will be 1 Mbit/s.
  • After the end of the traffic included in the subscription fee of the Business Unlim 4.0 tariff plan and the traffic of connected additional packages, the speed of the mobile Internet until the end of the month will be 2 Mbit/s.
  • After using 100 GB of Internet traffic on the “Mobile Account” tariff plan, the mobile Internet speed until the end of the month will be 512 Kbps.
  • After the end of the traffic included in the subscription fee of the “Simply Simple” tariff plan, Internet access is provided only when connecting additional Internet packages.

2.2. Traffic included in the subscription fee of the “Business Class” tariff plan:

  • The provision period is one month from the date of connection/change of tariff plan.
  • When connecting on the 29th, 30th, 31st, the first provision period is extended until the end of the next month. Further periods are counted from the 1st day of the month.
  • Provided within 24 hours from the moment of connection or change of tariff plan in full.
  • The unused traffic balance is reset to zero at 23:59 on the last day of the tariff plan period.
  • The monetary equivalent of unused traffic is not paid.
  • The new volume of traffic is provided after 1 month, counting from the date of connection/change of tariff plan (or from the 1st day, in accordance with clause 2.2) until 23:59:59 of the first day of the next provision period.

2.3. Included traffic of tariff plans, Internet packages of the Mobile Internet service, additional services with a provision period of 30 days:

  • Provided in full within 24 hours from the moment of connection/change of tariff plan or service.
  • The unused balance of prepaid traffic is reset to zero:
− on the 30th day at 23:59:59;
− when changing the tariff plan/Mobile Internet service package/additional service (at the time of change);
  • The monetary equivalent of unused traffic is not paid.
  • The new traffic volume is provided on the first day of the new 30 day period until 23:59:59
  • The subscriber can obtain information about the validity period using:
− USSD *141*2*3# call – for tariff plan/additional service;
− USSD *135*3*2# call – for the Mobile Internet service package;
− Personal account;
− in other ways provided by the company.

2.4. One-time packages of additional Internet traffic

Packages 500 MB and 1 GB are provided on tariff plans WEB Start, WEB 4, WEB 8, WEB 10 + voka, WEB 16, “In your rhythm”:

  • Valid until 23:59 of the last day of the current tariff plan period.
  • They are provided once in full and are not automatically renewed for the next period.
− on the 30th day of the tariff plan provision period at 23:59;
− when changing the tariff plan to another tariff where 500 MB and 1 GB packages are not available.
− upon termination of the contract.
  • The monetary equivalent of unused traffic is not paid.

Unlimited Internet for a day available on tariff plans of the “Comfort”, “Comfort+”, “Comfort+ for business”, “Business plan”, Super WEB lines and on the tariff plans “Semi-annual subscription”, Light, Light+, Light+ for business, “Starter”, Comfort S, Comfort M, Comfort L, Comfort XL, “Business Unlim 1.0”, “Business Unlim 2.0”, “Business Unlim 3.0”, “Business Unlim 4.0”.

  • Valid for 1 day.
  • Provided once, without automatic renewal.
- after 24 hours;
  • The monetary equivalent of unused traffic is not paid.

Unlimited Internet available on tariff plans of the “Comfort”, “Comfort+”, “Comfort+ for business”, “Business plan”, “Unlim” lines, on tariff plans Comfort S, Comfort M, Comfort L, Comfort XL, lemon Y, lemon X.

  • The provision of unlimited Internet is terminated:
- when changing a tariff plan to another where the unlimited Internet package is not available;
- upon termination of the contract.
  • The monetary equivalent of unused traffic is not paid.

Night unlimited is available on tariff plans of the “Unlim” line, on tariff plans lemon Z, lemon Y.

  • Validity period – until disconnected by the subscriber.
  • Provided with automatic renewal.
  • The unlimited Internet traffic of the package is consumed from 1:00 am to 6:00 am.
  • The provision of unlimited Internet is terminated:

When changing a tariff plan to another where the unlimited Internet package is not available;

Upon termination of the contract.

  • The monetary equivalent of unused traffic is not paid.

Package “Doubling Internet Traffic” provided on the tariff plans “Business Plan 1.0”, “Business Plan 2.0”, “Business Plan 3.0”, “Business Plan 4.0”, “Business Unlim 1.0”, “Business Unlim 2.0”, “Business Unlim 3.0”, "Business Unlim 4.0":

  • On tariff plans “Business Plan 1.0”, “Business Plan 2.0”, “Business Plan 3.0”, “Business Plan 4.0” the traffic included in the subscription fee is doubled for use through a public access point.
  • On the “Business Unlim 1.0”, “Business Unlim 2.0”, “Business Unlim 3.0”, “Business Unlim 4.0” tariff plans, the traffic included in the subscription fee is doubled for use through both a public and corporate access point.
  • Provided in an amount proportional to the days remaining until the end of the calendar month.
  • The unused traffic balance is reset to zero on the last day of the calendar month at 23:59:59, when changing the tariff plan, when terminating the contract;
  • The monetary equivalent of unused traffic is not paid. New traffic volume is provided monthly on the first day of the month until 23:59:59.

Package “1 GB for everything else” provided on the lemon tariff plan:

  • It is provided one-time in full and is not automatically extended for the next period.
  • The unused balance of additional Internet traffic is reset to zero:
− when changing the tariff plan to another tariff, where the “1 GB for everything else” package is not available.
− upon termination of the contract.
  • The monetary equivalent of unused traffic is not paid.

Internet traffic for using a corporate (individual) access point is provided to subscribers of tariff plans of the Comfort, Comfort+, Comfort+ for business lines, as well as tariff plans Light, Light+, Light+ for business, “Business plan 1.0”, “Business plan 2.0”, “Business plan 3.0”, “Business” -plan 4.0", "Business Unlim 1.0", "Business Unlim 2.0", "Business Unlim 3.0", "Business Unlim 4.0", "Business Unlim VIP":

  • On tariff plans of the Comfort, Comfort+, Comfort+ for business lines, as well as tariff plans Light, Light+, Light+ for business, it is provided within 24 hours from the moment of assigning a corporate access point in an amount proportional to the time remaining until the end of the calendar month.
  • On tariff plans “Business Plan 1.0”, “Business Plan 2.0”, “Business Plan 3.0”, “Business Plan 4.0”, “Business Unlim 1.0”, “Business Unlim 2.0”, “Business Unlim 3.0”, “ Business Unlim 4.0", "Business Unlim VIP" traffic for using a corporate access point is included in the tariff plan and is provided within 24 hours from the moment of connection or changing the tariff plan to a fixed one in an amount proportional to the time remaining until the end of the calendar month.
  • The unused traffic balance is reset to zero on the last day of the calendar month at 23:59:59, when the corporate access point is turned off, or when the contract is terminated.
  • The monetary equivalent of unused traffic is not paid.
  • New traffic volume is provided monthly on the first day of the month until 23:59:59.
  • In the subscriber details, minutes within the network in the 3G network are displayed in separate blocks in the sections of outgoing calls in the corresponding directions.
  • In case of migration of an outgoing intranet call between 2G, 3G and 4G networks, the call will be assigned to the network from which the connection to the called subscriber was established.
  • Calls forwarded by the company's subscribers to other numbers are charged as calls on the 2G network or consume minutes of the included voice traffic of the tariff plan/additional services (if available).

3. The company has the right to unilaterally change this Procedure by publishing changes on the official website of the company www.a1.by.

4. In everything else not regulated by this Procedure, the client and the company are guided by the provisions of the agreement concluded between the client and the company.

You can suspend the service for a while or refuse it completely either without leaving your home or when you visit the nearest office with your passport.

The application for deactivation indicates the passport number, telephone number, and the desired date for canceling the option.

If this is inconvenient, you can use the electronic assistant or simply call the contact center.

Reasons for refusing the Internet

"Mobile Internet"– a company’s service for providing wireless Internet access using 2G/3G/3G+ technologies, allowing you to transmit and receive data using a mobile device (phone, modem, etc.) that supports these technologies.

1. The Mobile Internet service includes:

  • “Internet for tariff plan” - the Internet access service is provided to all subscribers of the company upon concluding an agreement, changing the tariff plan (if the Mobile Internet service was not connected to the old tariff plan, or if “Internet for the tariff plan” was used, or in the case described in clause 8.2). The service is provided without a subscription fee.
  • Internet packages 250, 350, 750, 1000, 1500, 3000, 3000 + voka TV, 5000 + voka TV – additional packages with the included traffic volume in megabytes corresponding to the name (hereinafter referred to as Internet packages). The period for providing Internet packages is 30 days. If the Internet package is not disabled or changed, it will automatically renew for the next period. The cost of the Internet package is debited in full at a time from the balance of the client’s personal account when connecting, renewing or changing the Internet package. Traffic is provided within 24 hours from the moment of connection, renewal or change of the Internet package.
  • “Light” package – a package with a subscription fee, without included traffic. The subscription fee for the package is charged daily in equal installments in proportion to the number of days in the month.
  • Internet traffic packages of 500 MB, 1 GB, “1 GB for everything else” and 10 GB - one-time packages of additional Internet traffic. The validity period of the packages is limited to the current period of provision of tariff plans. The cost of packages is written off as a one-time payment; traffic is provided in full when purchasing packages.
  • package “Unlimited Internet for a day” - a one-time package with an unlimited amount of Internet traffic. The package is valid for 1 day. The cost of the package is charged in full at a time, traffic is provided from the moment of connection.

5. Changing the Internet package, connecting/disconnecting the Mobile Internet service (on tariff plans where this option is provided) is carried out within 24 hours from the moment the application is submitted.

6. Applications for transactions with the Mobile Internet service will not be processed if:
the subscriber's service is suspended partially or completely in accordance with the contract for the provision of telecommunication services;
There are not enough funds on the personal account balance to write off the cost of the new package (for subscribers paying for prepaid communication services).

7. Features of using Internet packages:
7.1. When using a tariff plan that includes megabytes in the subscription fee, the traffic of the Internet package will be consumed first, then the traffic of the tariff plan.
7.2. When changing the tariff plan, the Internet package will be saved if it is available on the new tariff plan, otherwise the Internet package will be changed to “Internet for the tariff plan”.
7.3. Traffic in excess of that included in the Internet package is charged according to the tariffs of the Internet package.
7.4. The unused balance of Internet package traffic is reset to zero after 30 days, when the package is changed, or when the service is disconnected.
7.5. Information about the date of the next write-off of the cost of the Internet package and the provision of a new volume of traffic can be obtained via USSD *135*3*2# and in your Personal Account.
7.6. If, at the time of the next write-off of the cost of the Internet package, the subscriber is disconnected from outgoing and incoming communications due to late payment for the company’s services or use of the “Pause” service, the cost of the Internet package will be written off after the service is restored in full. Traffic will be provided in full within 24 hours and is available until the end of the Internet package provision period. The period of provision of the Internet package is not extended by the period of disconnection from the communication network.
7.7. The cost of Internet packages 3000 + voka TV, 5000 + voka TV includes a subscription to a limited number of channels of the voka TV service. You can use voka TV using the special voka application or on the website www.voka.tv. The voka service is provided in accordance with the Procedure for the provision of the voka service.

8. Features of using one-time packages of 500 MB or 1 GB:
8.1. One-time packages of additional Internet traffic with a volume of 500 MB or 1 GB are provided on the WEB Start, WEB 4, WEB 8, WEB 10 + voka, WEB 16, “At Your Rhythm” tariff plans and are valid until the date of the next traffic update included in the tariff plan .
8.2. Purchasing additional traffic packages is possible after the included traffic of the tariff plan or a previously purchased one-time package has been completely used up.
8.3. The remainder of the traffic of a one-time package is not saved when changing the tariff plan, where the 500 MB and 1 GB packages are not available.
8.4. You can purchase packages of additional Internet traffic using the methods described in paragraph 5, as well as on the special page infopage.site. Redirection to this page occurs automatically after the end of the included traffic of the tariff plan/one-time package. The page is accessible in the mobile device browser only via the HTTP protocol. When using the HTTPS protocol, the page is not guaranteed to display.
8.5. When redirected to a special page, HTTP traffic to other resources is blocked until the subscriber chooses a method of further working with the mobile Internet: purchasing a package or paying for traffic.
8.6. Traffic from applications, email clients, browsers with specific proxy server settings, and other traffic other than HTTP is not blocked. Such traffic is charged in accordance with the subscriber's tariff plan.
8.7. If the subscriber chooses to use paid traffic, redirection to a special page until the end of the current tariff plan period is not performed.

9. Features of using the one-time package “Unlimited Internet for a day”:
9.1. The one-time package “Unlimited Internet for a day” is provided on the “Comfort”, “Comfort+”, “Comfort + for Business”, Super WEB tariff plans and on the “Semi-Annual Subscription”, Light, Light +, Light + for Business and Valid for 24 hours from the moment of connection.
9.2. You can purchase the “Unlimited Internet for a day” package both while using the included traffic of the tariff plan, and after it has been used up.
9.3. The “Unlimited Internet for a day” package, purchased before the end of the included traffic of the tariff plan, is consumed first.
9.4. The purchase of each subsequent “Unlimited Internet for a day” package becomes possible only after the previous one has expired.
9.5. The “Unlimited Internet for a day” package is disabled when changing the tariff plan to a tariff plan that does not belong to the “Comfort”, “Comfort+”, “Comfort+ for business”, Super WEB, Light, Light +, Light + for business tariff plans .

10. Features of using the “10 GB Package” service:
10.1. A one-time package of additional Internet traffic with a volume of 10 GB at unlimited speed is provided on the Smart Infinite tariff plan and is valid until the date of the next update of the traffic included in the tariff plan.
10.2. Purchasing an additional traffic package is possible if you consume more than 100 GB of Internet traffic in the current month or after a previously purchased one-time package.
10.3. The purchase of each subsequent “10 GB Package” becomes possible only after the expiration of the previous one.
10.4. The remainder of the one-time package traffic is not saved when changing the tariff plan.

11. Features of using the “1 GB for everything else” package:
11.1. A one-time package of additional Internet traffic of 1 GB is provided for access to resources, with the exception of Viber (official mobile application, including for PC), VKontakte (PC version, mobile version, official mobile application), Instagram (PC version , mobile version, official mobile application), games World of Tanks Blitz and World of Tanks and is valid until the date of the next update of the traffic included in the tariff plan.
11.2. The remainder of the one-time package traffic is not saved when changing the tariff plan.
11.3. The unused balance of the one-time package traffic is accumulated and transferred to the next month in an amount of up to 10 GB.

12.7. From 08/13/2018, the possibility of transferring data via the bittorrent protocol is excluded when using the “Unlimited Internet” package by subscribers of the “Comfort” and “Comfort+” tariff plans (after using up the Internet traffic included in the subscription fee).

13. Clients of the company - legal entities, if necessary, can prohibit subscribers from independently connecting to the Mobile Internet service or changing it by submitting a written application to velcom sales and service centers or to the official attorneys of the company, as well as in the Personal Account (administrator). The effect of the ban is not taken into account when changing the subscriber's tariff plan to the tariff plans listed in clause 3.

14. Internet traffic in the velcom network is charged at 1 KB.

15. Subscribers of velcom tariff plans who have additionally activated the “International Roaming” or SMS-roaming service can use the “Mobile Internet” service in the networks of the company’s foreign roaming partner operators.

15.2. The included Internet traffic of tariff plans, Internet packages and one-time packages is not consumed in roaming. Internet traffic consumed while roaming is paid at roaming rates. Roaming Internet traffic is charged at 10 KB on tariff plans of the BUSINESS.PRO, Super WEB, WEB, “Non-stop”, Smart, Corporate Smart, “Big Plans”, “Telemetry”, “Comfort”, “Comfort+” lines. , “Comfort+ for business”, tariff plans “Business class”, “Semi-annual subscription”, “At your rhythm”, lemon, Light, Light +, Light + for business and 50 KB each on other tariff plans.
15.3. The company has the right to inform subscribers (except for subscribers of PRIVET tariff plans) about the Internet traffic they used, if the volume of its consumption in roaming (from the moment of registration in the roaming partner’s network until the moment they return to the home network) exceeds 20 MB.

16. The company has the right to unilaterally change this Procedure by publishing the changes on the official website.

17. In everything else not regulated by this Procedure, the client and the company are guided by the provisions of the agreement on the provision of telecommunication services concluded between the client and the company.
